Can I make my own dress?

So I am extremely bored in the meantime, and think about making my own latin dress. I have never done it before and I believe it's worth at least try it to do. Here is what I have so far?

1. sudden desire for making a dress
2. sewing machine
3. ruler
4. choke
5. threads
6. needle
7. glue

And, here is what I think I need to do add more.

1. A pattern - Shall I purchase it? Then, any suggestion?
2. Fabrics - What kind of stretch fabrics used for the latin customs?
3. Stones

My biggest concern is how I am going to make a bodysuit?

I appreciate all kind of suggestions, advise, and information, etc.
